Recruiter job description: purpose, accountabilities and requirements

A recruiter job description records what a recruiter is accountable for in an organisation, not every step of the hiring process. Most are a list of process steps with a sourcing tool or two added. This page sets out what to put in one, using the structure from my guide to the job description and the standard described in the talent acquisition competency framework.

I use the US term job description here. In Australia the same document is usually called a position description, and everything below applies unchanged. The job description vs position description page covers the wording differences.

What is a recruiter job description?

A recruiter job description is a short written record of why the recruiter role exists, the outcomes it is accountable for, and the essential requirements of doing it well.

O*NET lists Recruiter among the reported job titles for Human Resources Specialists, an occupation it defines as recruiting, screening, interviewing or placing individuals within an organisation. Its task list includes developing recruiting strategies, searching for candidates through databases, networking and referrals, interviewing applicants, and referring qualified applicants to managers.

In Australia, ANZSCO places the Recruitment Consultant occupation in the Human Resource Professionals group, described as interviewing applicants to assess their requirements and suitability for jobs and helping employers find suitable staff.

Those lists describe activities. A job description needs the outcomes behind them, because the tools and channels change every few years while the outcomes stay stable.

A note on terminology. A competency framework is also called a competency model, especially in the United States. I use competency profile for the competencies and required levels for one role, and competency matrix for the grid of required against current proficiency. Usage varies by region, and I explain the differences in this competency model definition.

What is the purpose of a recruiter role?

The purpose statement is one or two sentences that say why the role exists. The NSW Government describes a role description as a short summary of a job that explains why the role exists and what outcomes it delivers, and its guidance on creating a new role description asks writers to focus on outcomes rather than tasks.

A workable purpose for a recruiter reads like this:

To find, assess and recommend candidates who can do the work and will stay, so that hiring managers can fill roles with confidence and candidates are treated fairly throughout.

What accountabilities should a recruiter job description include?

Five to seven accountabilities is enough. Each one is written as an outcome that someone could check, not as a duty. The table shows how common recruiter tasks convert.

Task people usually listAccountability written as an outcome
Posts job advertisementsVacancies reach the people who could do the work, and the advertisement describes the role accurately
Sources candidatesHiring managers receive a shortlist drawn from a wide enough pool to compare real alternatives
Screens applicationsCandidates are assessed against the essential requirements and the same criteria are applied to everyone
Interviews candidatesEach hiring decision rests on structured evidence of capability for the role, not on impressions
Liaises with hiring managersThe brief is tested before the search starts, and managers get honest advice on the market and on candidate quality
Manages the processCandidates know where they stand, records are accurate, and the process meets legal and policy requirements

The how to write a job description page walks through the steps and the review checklist for this part.

What essential requirements should it list?

O*NET asked incumbents how much education a new hire needs in the Human Resources Specialists occupation. The most common response, at 47%, was a bachelor's degree. That is a pattern across a broad occupation, not a rule for every recruiter role, so only list a credential as essential if the organisation or a regulator needs it.

  • Essential: experience running a search from brief to offer, the ability to assess candidates against stated criteria, and working knowledge of the employment and anti-discrimination rules that apply to hiring where you operate.
  • Desirable: experience in the organisation's industry, familiarity with the applicant tracking system in use, and experience hiring for the specific job family.

What competency profile fits a recruiter?

The job description says what the role is accountable for. The competency profile says what standard the role needs, and it selects from the organisation's framework rather than inventing new competencies. Written together they form a role profile. The levels below are illustrative, on a five-level scale, and the talent acquisition competency framework shows how the domains are defined and levelled for the function.

CompetencyRequired levelWhat it looks like in this role
Sourcing and talent intelligenceLevel 3Builds a search plan for a role and adjusts it when the market does not respond
Assessment and selection qualityLevel 3Uses structured criteria and records evidence for each decision
Stakeholder managementLevel 3Challenges the role brief with evidence and advises the hiring manager without deferring to preference
Candidate experienceLevel 2Keeps candidates informed and treats unsuccessful applicants with the same care as successful ones
Compliance and riskLevel 2Applies hiring policy and legal requirements without needing to be reminded

What a recruiter job description is not

It is not a task list, a job advertisement, a performance agreement or a competency profile. Each answers a different question, and mixing them is the main reason these documents become unusable.

A job description, a competency profile and a job advertisement answer different questions and change for different reasons.

Where do recruiter job descriptions go wrong?

  • Tool lists. Naming platforms and boards dates the document within a year and says nothing about what good recruiting looks like.
  • Volume targets as accountabilities. Time to fill and number of hires measure throughput. They do not describe the quality of the shortlist or the fairness of the process.
  • Advertisement language. Phrases written to attract applicants, such as perks and culture claims, belong in the advertisement and not in the record of the role.
  • Adjectives instead of levels. "Strong stakeholder skills" cannot be assessed. A level with behavioural indicators can.

Starting from the job description template avoids most of these. The HR generalist job description shows the same structure for the neighbouring role, which O*NET groups in the same occupation.

What are the trade-offs when writing one?

Outcome wording takes longer to write than a task list, and it is harder to get agreement on. It pays back at review time, because outcomes survive a change of tools, channels and hiring volume.

A recruiter role also differs by setting. An in-house recruiter serves one organisation's managers and brand. An agency recruiter serves clients and candidates at once. A talent partner advises on workforce planning as well as filling vacancies. Write for the role you have, and let the competency profile carry the common standard.

FAQ

What does a recruiter job description include?

A job title and classification, the role purpose, five to seven accountabilities written as outcomes, relationships and reporting, scope and authority, essential and desirable requirements, and a competency profile with a required level for each competency.

What is the difference between a recruiter and a recruitment consultant?

The titles overlap and usage varies by country and organisation. ANZSCO uses Recruitment Consultant, while O*NET lists Recruiter as a reported job title for Human Resources Specialists. Use the title your organisation uses and write the same outcomes.

How long should a recruiter job description be?

One to two pages. A purpose statement, five to seven accountabilities, a short essential and desirable list, and a pointer to the competency profile is enough.

Is a recruiter job description the same as a position description?

Yes. Position description is the common term in Australia and job description is the common term in the United States. The content and structure are the same.
