Client Overview

A regional health commissioning organisation working across commissioning, program delivery, health system integration and corporate functions, and accountable to government funding and reporting requirements.

The Challenge

The organisation already had a core capability framework covering expectations common to everyone. What it did not have was the function-level layer describing what each part of the business needs to be good at.

The difficulty was structural. Function frameworks that are built in isolation end up as a set of unrelated documents that happen to share a folder. They have to relate to the core framework properly, share its proficiency architecture and language, and connect back to the organisation's strategy rather than describing whatever each function does today.

Implementation added a second problem. A framework that is not configured correctly in the system, or introduced without preparing the workforce, does not get used.

The Solution

Ben supported the organisation across both the design and the preparation for implementation.

The design work covered:

  • Building capability frameworks for each business function, aligned to the organisation's strategy and vision.
  • Structuring each function framework to sit correctly underneath the existing core capability framework, sharing its proficiency levels and writing standard.
  • Keeping the frameworks focused on durable, transferable capabilities rather than sliding into task descriptions or role-specific competencies.

The implementation work covered:

  • Configuration support for loading the frameworks into the organisation's platform.
  • Change management readiness, including stakeholder sequencing, messaging, and preparing managers for capability-based conversations.

Results (In Progress)

  • Delivered capability frameworks for each business function, aligned to strategy and to the existing core framework.
  • Established one consistent capability architecture across the organisation rather than a set of disconnected documents.
