Client Overview

A regional health commissioning organisation in Australia. It works through a mix of internal teams and contracted providers, with a workforce spanning clinical, commissioning, program and corporate functions.

The Challenge

The organisation already had a capability framework in place. What it did not have was confidence in it.

The framework had been built some years earlier and had never been tested against how the organisation now works. Leaders were uncertain whether it described capabilities their people actually needed, whether it could support development conversations, and whether it was fit to underpin workforce planning. Without that clarity, further investment in it was hard to justify.

The Solution

Ben's involvement began when the client attended AHRI's Developing a Capability Framework course, which he facilitates. He was subsequently engaged to conduct a full review and audit of the organisation's capability framework.

The audit covered:

  • Structural review of the framework against capability design principles, including domain logic, proficiency levelling, and the consistency of behavioural indicators.
  • Assessment of whether the content described genuine human capabilities or had drifted into role-specific tasks and competencies.
  • Testing of the framework against the organisation's strategic priorities and the realities of its operating model.
  • A recommendations report setting out what to keep, what to rewrite, and what to remove, sequenced by priority and effort.

The report gave leadership an independent read on the framework's condition and a defined path forward rather than a general critique.

Results

  • Delivered an evidence-based assessment of the framework's structural and content quality.
  • Identified where the framework had drifted from its intended purpose.
  • Provided a prioritised remediation plan the organisation could act on without a full rebuild.
